Jonathan Dutton, FCIPS
Managing Director, CIPS Australia & New Zealand
 
Jonathan Dutton has been managing director of CIPS Australia since late 2004. Prior to his appointment, he worked as a freelance consultant and interim manager - which included 18 months as COO of the Chartered Institute of Marketing [CIM] in the UK. Previously, he was marketing director of two UK public companies, Regus and Chubb. Before that, he spent two years in sales at Qantas in Sydney and 10 years at British Airways in London as IT procurement manager and, latterly, as head of corporate sales. He is an economics graduate, completed MCIPS in 1986 and became a Fellow in 2009.
He is also a Fellow of the CIM and Royal Society of the Arts [RSA] in the UK, a Fellow of the Australian Institute of Management and a member of the Australian Institute of Company Directors.
 
Gary L. Sturgess, AM
NSW Premier's Chair of Public Service Delivery
Australia and New Zealand School of Government
 
Gary Sturgess holds the NSW Premier’s ANZSOG Chair of Public Service Delivery, at the University of New South Wales and the Australia and New Zealand School of Government.
 
From January 2003 until April of this year, he was Executive Director of the Serco Institute, a corporate think tank based in London, established by the FTSE 100 public service company, Serco Group plc, and specialising in government contracting. One of his final projects before returning to Australia was a major study of payment-by-results in public services, and he has advised a number of Australian governments on the application of this model in Australia.
In the late 1980s and early 1990s, he was Director-General of the NSW Cabinet Office under Premier Nick Greiner, and in that capacity was responsible for the establishment of a number of pioneering institutions and policies, including the NSW Independent Commission Against Corruption, the Independent Pricing and Regulatory Tribunal and the corporatisation of government business enterprises.
 
Prof. Guy Callender FCIPS,
Chair in Leadership of Strategic Procurement - Curtin Business School
 
Guy Callender has a substantial practitioner and professional background in procurement, organisation change, accounting and finance and commercial history. He has published widely in academic and professional circles. He has a strong interest in ensuring that procurement practice benefits from the applied research being conducted in universities. He is also closely involved in developing educational qualifications that enable procurement practitioners to develop procurement as the science of buying and supply. He is involved in numerous professional bodies, edits several academic journals and Principal of the Asia-Pacific Procurement Research Group. Guy was awarded FCIPS in 2007.
 
Simone Pensko
Assistant Secretary, Procurement Implementation Branch, Procurement Division
Dept of Finance and Deregulation
 
Simone Pensko is the Assistant Secretary, Procurement Implementation Branch in the Department of Finance and Deregulation. She has responsibility for managing whole of government contracts such as the Fleet Management Agreement, Campaign and Non- Campaign Advertising Contracts and the whole of government travel arrangements. She also has responsibility for the web based system used by all agencies to publicise business opportunities - AusTender.
 
Simone commenced her career as a project officer with the then Department of Administrative Services where she gained extensive experience in procurement policy development and implementation. Since then she has worked in various iterations of the Department of Finance and Deregulation, working on a number of privatisation projects such as the sale of Essendon Airport, the corporatisation of Australian Dairy Corporation and the Albury Wodonga Corporation. She also provided advice to government on future ownership options for a number of companies including Medibank Private, Snowy Hydro and the Australian Submarine Corporation.

 
 
James Norfor

Executive Director, NSW Procurement, NSW Department of Finance and Services

 

James joined NSW Procurement in December 2010 to deliver procurement transformation into the central procurement function of the NSW Government. Subsequent to the 2011 NSW State election, Procurement Reform in NSW Government has taken on a broader scope to encompass procurement across the whole of the NSW Government. James continues to play a pivotal role in the reform of procurement across the NSW Government.

Prior to joining the NSW Government James held senior procurement positions at Optus, Microsoft and Frito Lay/PepsiCo, both in Australia and across the Asia Pacific region, as well as management roles in SME businesses and multinationals in non procurement functions.

Harry Dunstall
General Manager Commercial & Deputy Chief Executive Officer - Defence Materiel Organisation (DMO)

Harry Dunstall joined the Defence Materiel Organisation on 1 November 2007 as Special Counsel to the CEO and was appointed to the role of General Manager Commercial on 25 February 2010. Prior to this appointment he was Special Counsel in the Australian Government Solicitor (AGS) Commercial Group, where he advised on complex Commonwealth tendering and contracting projects. He specialised in advising on major DMO and Defence projects since commencing as a lawyer with AGS in 1997.  
 
Prior to undertaking his role in the AGS Commercial Group, Harry was Executive Assistant to the AGS CEO and assisted in the transition of the organisation from being part of the Attorney-General’s Department to a separate commercial legal entity.

 
Matthew Kay
Manager, Supply Chain and Contract Management , Airservices Australia
 
Matthew has been involved in the Procurement profession for almost 20 years. Matthew joined Airservices in 2003 and undertaking various roles within Finance and ARFF prior to being promoted to the organisations senior procurement role in 2008 . 
 
Prior to this he delivered a number of procurement process design and improvement projects within government and headed the Corporate Function’s for the federal governments IT Outsourcing and Privatisation programs for the disposal of key assets such as Telstra, National Rail and the FAC Airports.
 
Matthew has a number of Procurement industry affiliations and tertiary qualifications from both Flinders and UNSW.
 
 
Samantha Stute
Manager Procurement and Contracts, The City of Burnside
 
Samantha is the Senior Procurement Advisor for the City of Charles Sturt in South Australia. In this role, she has instituted a change management program within Council which has achieved an increased understanding of the benefits and importance of Procurement in adding value to Council's operations. She is also involved in leading a program in Local Government which is promoting the increased professionalisation of Procurement within the sector.
 
Samantha has been in this role for the past 3 years, following 25 years in the private and public sectors where she was involved in all aspects of business management including Contract formation, development and negotiation.
 
 
Kate Thomas,
Procurement Analyst, Ministry of Economic Development NZ
 
Having spent much of her career in the legal profession, Kate Thomas is now working on the New Zealand Government procurement reform programme, led by the Ministry of Economic Development. 
 
Kate has been a key member of the Ministry team developing and implementing the All of Government Panel Contract for External Legal Services, worth $600 million. This included the first electronic negotiations for legal services in New Zealand. Kate holds a Bachelor of Laws and a Bachelor of Arts (Honours) from Victoria University, Wellington and is completing her MCIPS qualifications.
 
Chris Newman
Managing Consultant, PMMS Consulting Group
 
Chris Newman spent 16 years in Local and State Government in Victoria before joining PMMS as Managing Consultant in mid-2011. Chris managed Procurement, Risk and Business Improvement at Banyule City Council for seven years, winning the National Award for Performance Improvement in 2005 and leading a range of council and sector-wide development projects.
 
From 2008, Chris managed the Procurement Excellence Program for the Victorian State Government, leading 79 Councils through a dynamic procurement improvement program completed in 2011. As part of this program, Chris managed the development of the Victorian Local Government Social Procurement Guidelines and subsequent Social Procurement Expert Support Program.
 
Chris now leads a range of Public Sector and Triple-Bottom-Line Procurement Programs for PMMS in Australia. Chris has a Bachelor of Commerce and an MBA from RMIT.
 
Daniel Fielding
Director, PMMS Consulting Group
 
Daniel is a graduate of University of Warwick business school (UK) and is a Fellow of the Chartered Institute of Purchasing and Supply.
 
Daniel has held a variety of procurement roles over 19 years. He started his career in a private sector blue chip organisation in the UK, fulfilling a number of procurement and project management roles culminating in contract management responsibility for outsourced contracts with spend in excess of AUD $250M.
 
Daniel joined PMMS in 2000, and as a consultant has worked in a variety of industry sectors including State and Local Government, Higher Education and Transport sectors.
 
Daniel now leads the management and development of the Australia and New Zealand practices for PMMS.
 
Alison Standfast
Deputy Director Value Wales (Procurement), Welsh Government
 
Alison Standfast is the Deputy Director of Value Wales, the public procurement improvement arm of Welsh Government. She started in procurement at 18 at British Airways, going on to be one of its youngest procurement managers. She held a number of different buying roles, looking after aircraft components, aircraft safety equipment, oils and chemicals and outsourced ground handling services. She later spent 8 years as one of the Heads of Department at the new avionic repair subsidiary set up in Llantrisant, Wales where she was responsible for Customer Service, including generating other airline business, parts management and scheduling, and a number of shared profit ventures with equipment manufacturers.
 
In 2002 she joined the Welsh Government to help set up the Welsh Procurement Initiative. Over the next 3 Years the original team of six grew into a team of 60 and became known as Value Wales. Alison now leads a division whose role is to help the Welsh public sector, including Welsh Government, Local Government, Health, Education and Emergency Services to make the most of the £4.3bn annual procurement spend - through driving improvements in both the practice and outcomes derived from procurement.
 
Angelina Pillai
Head of Education, CIPS Australia
 
Angelina is responsible for the development and delivery of the CIPS education strategy across Australasia and for all assessment services in the region. In addition, Angelina is responsible for enabling professional development pathways articulated through the CIPS Standard that lead to full membership of the Institute (MCIPS). She also manages CIPS engagement with the public and tertiary sectors. Angelina’s focus prior to joining CIPSA has been to support the development and promotion of academic and business strategies that contribute to successful outcomes for international students in Australia, in particular by establishing relationships with domestic and international educational institutions for articulation purposes
 
Dr Robert Waldersee
Executive Director, Corruption Prevention, ICAC
 
Dr Robert Waldersee was appointed to the position of Executive Director of Corruption Prevention in June 2008. Dr Waldersee's previous positions include Professor of Management at Queensland University of Technology, visiting Professor at Southern Cross University, Director of the Australian Centre in Strategic Management in the School of Management, Faculty of Business, QUT and Senior Lecturer and Research Fellow at the Australian Graduate School of Management. His research and consultancy work in the US and Australia has focussed on strategy, the leadership of knowledge and service organisations and organisational change.
 
Dr Waldersee has a PhD in Management and Master of Arts in Clinical Psychology from the University of Nebraska and a Master of Arts and Bachelor of Arts from the University of Sydney
 
Craig Lardner FCIPS
Procurement Advisory Services
 
With his track record and experience Craig is well known to procurement professionals around the world. He has held executive CPO roles with BOC Group [Global role based in London] and the last 5 years with George Weston Foods.
 
Qualified in accounting, his career started with BOC as a graduate with foundation roles in Commercial,
Sales and Marketing. Executive roles followed in Customer Service, Industrial retailing and then Procurement.
 
In 2011 Craig Lardner formed Procurement Advisory Services…an independent procurement consulting
enterprise for both private and public sector.
 
He is a subject matter expert in procurement practices, ethical sourcing, our tools, processes and
especially the skills and capabilities that make leading edge procurement professionals. His work as a coach and mentor to young professionals is well known across our profession. He is also a specialist in change management and procurement organizational transformation.
 
He is a Fellow of the institute and a guest lecturer at Universities, public sector and Industry seminars
(Australia and Europe) on the practitioners’ approach to modern procurement. At the recent CIPS annual professional procurement awards, his team won both categories of Most Improved Procurement Operation and Best People development program.

 

 

 

 

 

Brett Kahland
Senior Consultant Strategic Procurement, The Corporation of the City of Adelaide

Brett Kahland is the Senior Consultant, Strategic Procurement and leads a small team of Strategic Procurement Business Partners. Brett and his team are responsible for identifying Adelaide City Council’s future procurement needs and for establishing procurement strategies.

Brett has recently led and delivered a cross-functional Change Management Project. This involved reviewing how procurement should be conducted at the Council. This has contributed to a new ‘centre-led’ model for procurement. The centre-led model has resulted in cross program co-ordination that accelerates business support for procurement goals, including improved spend leverage. The model that Brett implemented also saw the introduction of a supplier relationship team which ensures that ongoing value is sustained with and from key suppliers.

Brett has worked in a variety of commercial positions in the Government and private sectors, both as a buyer and a seller. He holds a Bachelor of Law, Bachelor of Commerce and a Graduate Diploma in Project Management.

An important aspect of Brett’s career has been his strong collaboration and customer commitment. Brett uses these skills in his approach to his work in order to find effective ways to deliver value for the Council.
