Jonathan Dutton FCIPS, Managing Director, CIPS Australia
Jonathan Dutton has been Managing Director of CIPS Australia since late 2004. Prior to his appointment, he worked as a freelance consultant and interim manager - which included 18 months as COO of the Chartered Institute of Marketing [CIM] in the UK. Previously, he was marketing director of two UK public companies, Regus and Chubb. Before that he spent two years in sales at Qantas in Sydney and 10 years at British Airways in London as IT procurement manager and, latterly, as head of corporate sales. He is an economics graduate, completed MCIPS in 1986 and became a Fellow this year. He is also a Fellow of the CIM and Royal Society of the Arts [RSA] in the UK, a Fellow of the Australian Institute of Management and a member of the Australian Institute of Company Directors.
The Hon Lindsay Tanner MP, Minister for Finance and Deregulation
Lindsay Tanner is the Federal Member for Melbourne and the Minister for Finance and Deregulation in the Rudd Government.
Lindsay has been a member of the ALP for more than 30 years. He was first elected to the Australian Parliament in March 1993 and after his re-election in 1996 was made Shadow Minister for Transport.
Over the years, Lindsay has held a variety of Shadow Ministerial positions in portfolios including Consumer Affairs; Communications; Community Relations; and Finance.
When the Prime Minister Kevin Rudd established his Cabinet in December 2007, Lindsay was appointed the Minister for Finance and Deregulation.

John Ivil has been employed at the Ministry of Economic Development since November 2009 within the Government Procurement Development Group. John is responsible for leading the cost savings work stream of the reform programme which includes the establishment of collaborative all-of-government contracts. Prior to commencing work at the Ministry of Economic Development, John has been employed at the Ministry of Health and in the New Zealand Defence Force. John served 26 years in the NZDF both in New Zealand and overseas, the majority of of that time in uniform as a logistics officer. John has served in diverse locations such as the Sinai peninsular, Angola and Canberra and holds a Masters Degree in Management Studies from the University of NSW, majoring in Project Management.
John Watson, Executive Director, Local Government Victoria
John Watson is the Executive Director of Local Government Victoria, within the Department of Planning & Community Development. He has been in this role since early 2007. John has over 40 years experience working with local government, including as Chief Executive Officer of the Shire of Bulla, and the Moonee Valley and Hume City Councils, and also at the State Government level, specialising in the area of governance and legislation.
John Tondut MCIPS, Executive Director (Building Management & Works) - Dept of Treasury & Finance WA
Prior to joining DTF, John Tondut held leadership roles in a number of Western Australian Government change programs, including the facilities management and outsourcing programs of the Building Management Authority, and the commercialisation of the Water Authority. John chairs the Australian Procurement and Construction Council’s Leadership Group that is focusing on sharing procurement reform initiatives across all Australian governments. John was awarded the CIPS Leadership Award at the CIPS Australia Procurement Professional Awards 2007, for his overall contribution to the profession.
Evelyn Jelliffe, CPO - Queensland Government Chief Procurement Office
Evelyn Jelliffe is responsible for the development and implementation of the State Purchasing Policy for the Queensland Government, and the provisions of whole of Government arrangements advice and a procurement training and certification framework. Evelyn has held previous positions in Queensland Purchasing (now Queensland Government Chief Procurement Office), Premier’s Department and Queensland Treasury.
Prof. Guy Callender FCIPS, Chair in Leadership of Strategic Procurement - Curtin Business School
Guy Callender has a substantial practitioner and professional background in procurement, organisation change, accounting and finance and commercial history. He has published widely in academic and professional circles. He has a strong interest in ensuring that procurement practice benefits from the applied research being conducted in universities. He is also closely involved in developing educational qualifications that enable procurement practitioners to develop procurement as the science of buying and supply. He is involved in numerous professional bodies, edits several academic journals and Principal of the Asia-Pacific Procurement Research Group. Guy was awarded FCIPS in 2007.
John Grant, Divisional Director - Federal Procurement, Department of Finance and Administration
John is the head of the Procurement Division of the Department of Finance and Deregulation. The division is responsible for developing and maintaining the Australian Government's Procurement Policy Framework, including coordinated procurement contract arrangements and campaign advertising.
Prior to this role, John was in the Australian Government Information Management Office and National Office for the Information Economy (NOIE), with responsibility for how government uses information and communication technology to improve productivity and effectiveness.
John has a Bachelor of Arts from the ANU with majors in history and accounting.
Kathy Kostyrko, Public Sector Director, Hays Recruitment
Kathy has had a successful career in the recruitment industry spanning 25 years. She has spent the last 15 years with Hays, the leading specialist recruitment company in Australia and an international leader in the recruitment landscape with over 390 offices in 28 countries. Her roles within Hays have been at a senior executive level, nationally and internationally. Currently Kathy is responsible for Hays public sector business nationally as well as delivering seminars and workshops to clients focusing on current recruitment trends, staff attraction and retention.
Kathy became the first female chairman of the ACT & Regional Chamber of Commerce – a role she has held twice. She was the inaugural Chair of the ACT Committee of the Recruitment & Consulting Services Association – a relationship that continued from 7 years on their Auckland committee including 2 years as NZ National President. Additionally she has held several ACT Government board positions and is currently the Chair of the Canberra Institute of Technology Advisory Council and sits on the CIT Solutions Board – gaining both roles by Ministerial appointment. As well Kathy is a Council Member of the Institute of Public Administration Australia in the ACT, a member of the Australian Institute of Company Directors and a member of the Australian Institute of Management.

Roger Warr is an Executive Director of PSI Asia Pacific Pty Ltd. Since joining PSI in 1995 after nearly thirty years in the IT industry, Roger has been involved in the development and delivery of PSI’s procurement support services.
His experience covers the whole procurement lifecycle with a recent focus on providing probity advice and audit to government road and water infrastructure programs.
Roger has also been engaged in the review and development of government procurement guidelines and similar public-private interface protocols.
Trevor Barrows, Principal Consultant, EcoView
Trevor’s primary role is to grow best business practices in Australia by aligning product and services strategic direction to both established and emerging sustainable supply chain management initiatives.
Trevor has been a catalyst for communicating sustainable carbon management awareness in Australian Industry and focusing thought leadership to companies on both legislative and emerging innovation in carbon accounting and abatement policy. He is heavily involved in research projects on carbon emission reduction in supply chains across all major industry sectors. This explores the in-depth case for reducing GHG emissions using innovative solutions to reduce operational costs and increases asset performance whilst balancing resource, social and environmental constraints.
He has a Post Graduate Masters in Marketing & Logistics (Monash) and has a thorough understanding of managing the financially sustainable delivery of business solutions that includes the dimension of ‘Carbon’ based on over 20 years’ commercial experience in the Asia Pacific region.

Mr Ahern is an experienced Grade 2 Arbitrator, Accredited & ACT Registered Mediator and widely sought consultant in both the theoretical and practical aspects of tenders and contracts. He is a National Councillor and Past Chairman of the ACT Chapter of the Institute of Arbitrators and Mediators Australia, member of the Master Builders Association National Contracts Committee and formerly on ACT Peak Council and Standards Australia OB/3 Sub Committee on AS 2124/AS 4000 suite of General Conditions of Contract

George is a Principal of Contract Control International and a Chartered Professional Engineer with over 30 years of industry experience. George is a Certified Local Government Engineer with both civil engineering design and construction supervision experience. He is an experienced Contract Administrator and Project Manager, with experience in the development and implementation of preconstruction, construction and post-construction systems and procedures. His skill areas encompass facilitation of partnering, risk and opportunity and value management workshops, preparation of tender and contract documents, contract and probity auditing, contractual claims preparation, assessment and management, providing contractual advice, dispute resolution, commercial negotiations, quality assurance, risk assessment and loss control and workplace training. George is a Grade 1 Arbitrator and an Accredited Mediator with the Institute of Arbitrators and Mediators Australia, and a registered Arbitrator with Engineers Australia and the Australian Commercial Disputes Centre. George is an Approved Mediator for the Queensland District and Supreme Courts and the Commercial & Consumer Tribunal. He is also a nominated Adjudicator and Expert in Queensland Main Roads Department contracts and a panel arbitrator and mediator for the Queensland Government’s Energy Consumer Protection Office. George is a past National Councillor of the Institute of Arbitrators and Mediators Australia, and a past Chairman of the Queensland Chapter of this Institute. He is also a past Chairman of the Engineering Contracts and Dispute Resolution Committee of the Queensland Division of Engineers Australia.
